J.L. Shinpaugh, Rogers City Marshal

Chief of Police from 1906-07 and 1910-11.
During those years, however, the post was known
as City Marshal. Shinpaugh was born in
Illinois, but came to Rogers late in the 1890s
or early in the 1900s. He served on the town
police force from about 1904 on and was the
first town lawman to wear an official uniform,
probably during his 1910 term of office. In
1944, the City of Rogers changed the title of
City Marshal to Chief of Police. Walter Dean,
who served the community between 1930 and 1953,
was the first peace officer in Rogers to
officially hold this title. The individuals who
